SWE upper limit in glacier module inconsistent with non-glacier module

Expected Behavior

NoahMP max SWE limits should be consistent.

Current Behavior

We increased the NoahMP SWE upper bound limit to 5m awhile back, but neglected to increase the comparable limit in the glacier version of the routine. So currently, glacier cells will max at 2m SWE while non-glacier cells will max at 5m SWE.

Possible Solution

Increase glacier cell SWE limit to 5m (or no limit!). Open question whether there should be an upper bound on the SWE on glacier cells at all...?
