The JEDI / NoahMP refactoring PR introduces comments regarding desired future refactor. This issue is to track those refactoring tasks.

This refactoring should be made in the context of the desire to decouple NoahMP into the future API-based and standardized subsystem

Current Behavior

The existing functions correctly but various refactoring tasks should be compeleted

Possible Solution

Do the refactoring. Do all the refactoring!
