Current Behavior

nwm_output tests are not / cannot use a binary compiled with NCEP_WCOSS. This flag was (until recently) also used to trigger some NWM related output metadata which is not currently being tested, but probably should be.

Possible Solution

nwm_output tests should use a binary compiled using the NWM_META flag.
