The units in the GWBUCKPARM for zmax (mm) and Area_sqkm are inconsistent with

  1. the state z_gwsubbas in HYDRO_RST
  2. the bulk of the internal calculations
    I didnt look elsewhere. (GWB output files, for example).
    This is both confusing and error prone. The unit of meters should be used everywhere moving forward in all parameters, outputs, etc.
