环境信息

go-cqhttp版本: v1.0.0-beta8-fix1

需要添加的功能内容
如题，希望能够增加消息没有发送成功（由于风控等原因）的事件上报，

发送失败会返回错误的

是会返回错误，提供的API适合多个服务去请求，如果有错误上报的功能，某些情况下就不需要所有调用HTTP API的客户端都写错误的后处理

我的设想条件是如果因风控暂时无法发送图片或是完全发不出消息到一定次数的时候，前端能够自己尝试重新登录去解决，若还是无法发出消息再通过其他形式上报给用户设定的邮箱之类，因为大多数情况的风控只需重新登录又能苟住，若是每次都需要人工去操作就太麻烦了
