Improved config handling, added configurable question countdown

- Improved the Configuration class - it now properly updates configuration files, if they've been updated in a plugin update
- Configurable question countdown - there will now be a countdown in chat before a question (set countdown to 0 to disable)

Added Economy hook, Sounds, fixed a lot of bugs

- Added a Vault hook to enable "money AMOUNT" reward command
- Added sounds (a good idea of deBARBA)
- Fixed a ton of bugs (reload, menus not working after reload)
