Feature (Banners, Editor): In browser/PWA editor for the banner

A web-editor to create the banners more easily, customizing colors, text, icon, etc. Being, like the Rest API, a visual interface for interacting with the JavaScript library more easily. This editor would provide the equivalent Rest API endpoint to retrieving the banner.

The editor would use the SvelteKit's form actions and the banners' library directly, so it will not have any latency or make calls to the Rest API directly. But, could fall back to API calls if JavaScript is disabled.
