Not able to localize textFolder for subsites in 4.5.1.0101 #339

I just debug and found that the error is: "The field UtcLastModificationDate is a invalid date value"
And because I settled the subsite Culture to Vietnam as below, the field "UtcLastModificationDate" value become "17/06/2017 2:46:26 SA" -> Invalid to the system parse. This issue also happened for other cultures as well.
