Working requirements.txt file

Would someone who has this working be able to do a pip freeze to capture a compatible set of package versions?

Here are a couple of requirements.txt files that work with CUDA 11.7 installed and 'torch' preinstalled to get around setup.py importing torch before requirements.txt file is resolved:
