This is a tracking PR for translation support. You can find the work done so far at https://github.com/HyacinthBots/LilyBot/tree/translations.

Current TODO:

Set up support and make sure it works in a basic sense
Write basic english (US & UK) translations for Lily (Lots of effort)
Determine what locale source to use (Guild or User)
Set up a weblate or crowdin for translation support for discords languages.
