Offsets out of range with no configured reset policy for partitions

Expected behavior and actual behavior.

log island must store its offsets in Zookeeper for later retry. but sometimes it fails restarting from the stored offsets

Actions to take

• fix the bug (on engine 16)
• use kafka to store offsets in engine 21 https://kafka.apache.org/090/javadoc/org/apache/kafka/clients/consumer/KafkaConsumer.html
• add unit tests on this feature
• remove unused KafkaOffsetUtils
• rename *Sink classes to a more readable
• make kafka.manual.offset.reset property required with a new allowable value (STORED) with is the default
