Value sets that cannot be expanded are picked in car file #2796

Describe the bug
In the Us-core 5.0.1 package:

The below value sets are not expanded (Value set Id is given below) in Codes table.
321 http:https://hl7.org/fhir/ValueSet/observation-codes
347 http:https://hl7.org/fhir/ValueSet/ucum-units
282 http:https://hl7.org/fhir/us/core/ValueSet/us-core-goal-description

If value set cannot be expanded, it should not be displayed in the Value set DB

All three would require external terminology servers like snomed, loinc or "http:https://unitsofmeasure.org"

Expected behavior
Do not display the above value sets in car file.

Version used:

FHIR Version: [R4]
Car tool Version: [2.1.2]
Us-core-test-5.0.1 package
