I want to be able to "pip install" neox.

Describe the solution you'd like
pip install ./megatron

Describe alternatives you've considered
pip install neox
python megatron/setup.py install
using setup.py:

from distutils.core import setup

setup(name='neox megatron',
      version='0.0.0',
      packages=['megatron'],
)
