我详细研究了源码，发现 JobInstance models 的 enabled 应该 default = -1 表示默认不开启，然后其他地方没有问题。

哦，还有 job_periodic 模板的

                {% if job_instance.enabled %}

最好改成

                {% if job_instance.enabled == 0 %}

这个前端展示你决定了，不改动加个提示也可以的。就说明现在是enabled了。
