pip error #307

i cannot run pip outside python27\Scripts
However i correclty set path env by following this step-by-stephttps://github.com/BurntSushi/nfldb/wiki/Python-&-pip-Windows-installation
When i run pip, i have this error Fatal error in launcher: unable to create process using '"'

PS: python2.7 and python 3.6, i have both of them
