Game data for 2013112800 is mostly missing #26

Most of the data for the DET-GB game is missing from the nfldb download zip file. I fixed my local copy by using the procedure described in issue #24

OK, I've fixed the SQL dump for that game.

I also looked for other games with plays that differ from the mean by two standard deviations, and this was the last one remaining that was corrupt.
