Help page FAQ accordion decision and setup

Is your feature request related to a problem? Please describe.

On the new Open Help page, we would like to have top FAQs shown at the top of the Home page in an accordion so they can collapse or open as the user chooses.

Describe the solution you'd like

Either install an FAQ plugin like "Arconix FAQ" to manage questions/answers, or Alex suggested creating custom CSS or shortcode to put text in an accordion.
(Re: custom CSS solution - perhaps this could be used on other BCcampus sites as well.)

Describe alternatives you've considered

1. Ultimate FAQ (this plugin did not suit us for EYPD)
2. Arconix FAQ - installed on EYPD, tested concept here: https://eypd.bccampus.ca/need-help/
3. Custom CSS solution (shortcode or CSS?)
