Got stack overflow when restoring a module with self-reference and external modules using bicep restore.

To Reproduce

1. Clear local module cache.
2. Run bicep restore for main.bicep with the following content:

module main 'main.bicep' = {
  name: 'main'
}

module storageAccountModuleV1 'br/public:samples/hello-world:1.0.2' = {
  name: 'hello'
  params: {
    name: 'bicep'
  }
}
