Is Bicep going to include Parameter Files? Or will we be keeping the template in Bicep and the Parameter file in the ARM format?

We have #399 tracking this. We're not closed on the plan yet, but expect to have some "bicep-style" way of declaring parameter values. Feel free to share any thoughts you have on that thread!
