v0.28.1

Describe the bug
I tried to create a very simple app registration but the deployment in azure fails saying it is in private preview
EDIT
I tested it using the Azure CLI and that works - This happens when i use VS code Bicep extension to deploy

To Reproduce
Add the experimentalFeature

Add the application resource
image

Deploy it and see error details

There is an error message that says CLI is the only supportable way right now
