Allow linking an ARM parameters JSON file to a bicep project

Same/similar feature set to what is possible with linking parameters to a template in ARM tools:

• Create new parameters file and link it (related to, but not the same as Auto-generate parameter files #512)
• Validate bicep file with parameter values leveraging constant folding to validate as much as possible

This is a prerequisite to bicep-ifying the parameter file with a new syntax, which is tracked with #399
