Add intro to WhatIsNoOps

Is your feature request related to a problem? Please describe.
The What Is NoOps page could be improved if the first person language used came after an introduction to the author. This will allow the repo to appear less like a personal project.

At the start of the page a short paragraph that reads "Hey I'm John from MSFT ..... [brief intro to who and why this matters to you and the team]

Changing the language on the page to be less "I" and remove the personal ownership.
