Need a governance scaffold module

Since testing the enclaves, we have been deploying the Policy and Roles separately. We need a scaffold subscription module that can build the subscription to a level where the customer wants it.

The scaffold subscription should have basic functionality to manage the subscription:

1. Service Health Alerts
2. Subscription Role Definition & Assignments
3. Subscription Budgets
4. Policy @ Subscription Level (for the purpose of the subscription)
