Describe the bug
When deploying AKS to AzGov, get an error on Policy Definition Not Found and gives this error:

{\\r\\n \\\"error\\\": {\\r\\n \\\"code\\\": \\\"PolicyDefinitionNotFound\\\",\\r\\n \\\"message\\\": \\\"The policy assignment create request is invalid. The policy definition '/providers/Microsoft.Authorization/policyDefinitions/64def556-fbad-4622-930e-72d1d5589bf5' could not be found.\\\"\\r\\n }

To Reproduce
Steps to reproduce the behavior:

  1. Run platform hub/3 spoke with AKS Enclave or AKS WL Spoke
  2. See the error

Expected behavior
Deployment is supposed to work without this error

Software versions used:

  • Azure CLI version [v2.23.0]
  • Azure Bicep version [v0.6.8]
