Lists created in the spatial portal should be set to private by default #220

Lots of rubbish lists are created via the SP (Add to Map | Species | Create list) with ordinary metadata. These should be set to private. We will have another workflow and guidelines for publishing species checklists.

It looks like the SP perhaps only allows users to select from public lists.

Users should be logged in to create a new list, and there should be an option to select from your own set of lists.

Side note: when I created a list to test this from the SP, a public list was created then did its business. However when I closed and reopened SP in my browser, my list was gone from within the SP. To continue my analysis I would have had to create the list again. Maybe this explains why there are so many duplicate lists created in the lists tool

This is conflicting with specieslist-webapp functionality. I have created a new issue in spatial-hub to track it going forward. AtlasOfLivingAustralia/spatial-hub#468.
