Change part "a" to "Select one or more trigger events for this alert". Alert triggers can be:

• one or more species
• one or more species in one or more geographic areas
• any record with a particular set of property/value combinations
• any record in one or more geographic areas
• any record with a particular set of property/value combinations in one or more geographic areas

Change part "b" to "Select one or more actions for the above trigger events". Actions can be:

• send email notification to one or more recipients
• embargo record from public display

Note that the model should support 1:n sets of trigger/action combinations as well as n:n combinations of triggers and actions for each set.
