Remove user authentication check from survey and data that are public. Two APIs to check are -

  1. https://docs.ala.org.au/openapi/index.html?urls.primaryName=surveys#/biocollect/projectactivitymodel_1
  2. https://docs.ala.org.au/openapi/index.html?urls.primaryName=surveys#/biocollect/activityoutputs_1

Raised by Josh from CoralWatch. He cannot access CoralWatch data using client credential JWT token.
