Freminet Constellation Incorrect

Current Behavior

Freminet C3 is incorrectly labeled as +3 Burst, when it is actually +3 Normal Attack.
As a result, the scanner fails to export the character at burst levels below 4, and inaccurately export at level 4+

The scanner exports the data

Reproducing a Behavior

Scan a C3+ Freminet with an unleveled burst talent. During export the scanner will adjust the talent level to -2 (invalid).
