Should we have a function for this ? Like the one for RationalTime?

Something to consider. (T/1000)*1000 may not equal T unless care is taken in implementation. This comes up frequently in editing applications when users scale a clip down (to make something play really sped up), then restore the clip later to 1:1 playback.

@alatdneg Do you mean rescale to keep the duration the same length overall? Or change the rate of both of the rational times to the same rate? Either way, seems totally reasonable.
