Create initial frontend application

Summary

The current UI is only a placeholder and convenience for development. It is not well thought out and lacks modern styling. We will be moving over to a modern frontend framework, most likely Nuxt. We can keep this project as a monorepo and host both the frontend and backend from this repo.

Acceptance Criteria

1. A frontend application exists in this repo and can be easily deployed for local development
2. The frontend is not yet exposed in production and will not be running at all on the production deployment of AbandonAuth
