Silver Wolf's ideal build will focus on a mix of dealing damage and applying debuffs. A 96% total Effect Hit Rate will guarantee all of your abilities applying the debuff on enemies (if your Skill is level 10), but this can be greatly reduced to 47% if you have Silver Wolf at E2.

Silver Wolf will want at least 3000 HP for survivability on hard content, but this isn't an issue with sustain characters like Fu Xuan or shielders who can prevent her from getting one-shot. If you're using a healer with her, then you still need high HP for survivability.
For Effect Hit Rate, Silver Wolf needs 96% EHR to land her debuffs in end-game content. Again, this value goes lower if you have her E2.
For Speed, the usual breakpoints are enough for Silver Wolf to have more turns and generate SP. However, remember that she should be faster than your DPS to inflict debuffs on the enemy before your DPS gets their turn.

Though you still run into an issue of it being a 50/50 between Quantum and the other element, an enemy that's weak to Quantum by default will guarantee a non-quantum Elemental Weakness to be applied.

Her Effect Hit Rate formula is computed by taking into consideration the highest possible Effect RES of an enemy (40%) and the base chance of the debuff applying.
The Effect Hit Rate requirement of Silver Wolf's Skill to guarantee the debuff is 96% at Level 10 or 103% at Level 8. This drastically goes down to 47% at Level 10 and 52% at Level 8 if you have Silver Wolf at E2 because of the Effect RES reduction it provides.
Although Silver Wolf's Talent needs a very high Effect Hit Rate to guarantee the debuffs from the Bugs, it isn't a main requirement since her talent can apply from any attack. This means that Silver Wolf should only really focus on guaranteeing her Weakness implant.
Silver Wolf is the first character that can apply Elemental Weakness to a target enemy. She can also apply debuffs to enemies via her passives, which apply every time she deals damage. With this, she is mainly a support unit that needs a DPS to capitalize the debuffs she applies to enemies.
With Silver Wolf's talent, all of her attacks have a chance to debuff enemies, making her work well as both a debuffer and SP generator. You also need to give her Light Cones and Relics that will increase her Effect Hit Rate to increase the chances of her Talent to apply!
Silver Wolf's Skill allows her to add an additional Elemental Weakness to a targeted enemy. The Elemental Weakness she applies on the enemy will match a random ally's element(including her own), with a very high chance of applying an Element that isn't their weakness by default.
With this in mind, she becomes a very flexible unit that can force Elemental Weaknesses on enemies that match your strongest DPS.
