Getting measures on the ballot

As soon as petition sponsors have received the petition form from the state, they have 18 months to collect and submit signatures. Initiated state statutes and veto referendums require signatures equal to 15% of the total ballots cast in the previous general election, which was set to be 29,730 signatures for 2024 based on the 2022 general election. For 2024, the final signature deadline regardless of when a petition was cleared to circulate was February 9, 2024. If sufficient signatures have been gathered, the measure is presented to voters at the next general election after a legislative session has convened and adjourned. If the legislature enacts a measure that is deemed substantially the same as the initiative, the petition is deemed void and not placed on the ballot.

For referendums, signatures must be submitted no later than 90 days after the adjournment of the legislature.

The Wyoming Legislature has the power to place constitutional amendments on the ballot when a two-thirds majority of members in each house of the legislature approves the amendment. Once on the ballot, the amendment must be approved by a simple majority of the electors.
