Pecolia Standberry filed an affidavit seeking Wheeler's recall on August 25, 2015. The affidavit made the following statement about the recall effort:

In an interview with Cleveland.com, Wheeler expressed confusion over the lack of details in the affidavit filed by Standberry. He argued that he responded to constituent concerns and that recall supporters had been misled. Wheeler also stated that he would not resign his position on the council.[1]

On August 25, 2015, Standberry filed 18 petitions totaling 308 signatures seeking a recall election for Wheeler's seat. On September 24, 2015, the county elections board certified 219 signatures, exceeding the 186 signatures required for a recall to reach the ballot. The 186-signature threshold was determined by calculating 25 percent of turnout for the November 2013 municipal general election. Wheeler had five days after the signature certification to resign his office rather than face a recall election. He did not resign his office by September 29, 2015.
