An effort in Detroit, Michigan, to recall Mayor Mike Duggan was initiated in April 2019. Petitions were approved for circulation on May 2, 2019.[1]

Recall supporters

Activist Brenda Hill initiated the recall effort in response to an investigation by the inspector general of Detroit looking at federal grant money given by the city to a nonprofit organization called Make Your Date, which, according to their website, aims to reduce preterm births and infant mortality in Detroit.[2] Duggan is alleged to have close personal ties with Sonia Hassan, who runs Make Your Date.[3]

Recall opponents

Attorneys for Duggan said in the May 2 clarity hearing argued that the petitions should have rejected on the grounds that the alleged conduct by Duggan occurred in a previous term as mayor. The commission ruled in favor of the petitioners, stating that the petition language was clear enough for distribution. Duggan's legal team declined to appeal the decision because they felt that the recall would not ultimately make it to the ballot.[1]

A recall petition must first be filed with the appropriate board, which then holds a hearing to determine whether the reason for the petition is "factual" and "clear;" that is the only criteria considered by the board to approve or reject the petition.

Once approved by the board, petitioners must amass a number of signatures equal to 25% of the number of votes cast in the last general election in the electoral district of the officer sought to be recalled.[4] Petitioners have 60 days to collect these signatures beginning on the date the first signature is collected; however, the petition must be submitted no later than 180 days after it was approved by the board.
