Douglas Preston Woodlock (b. 1947) is a federal judge on senior status for the U.S. District Court for the District of Massachusetts. He joined the court in 1986 after being nominated by President Ronald Reagan. At the time of appointment, Woodlock served as chairman of the Massachusetts Committee for Public Counsel Services.[1] Woodlock assumed senior status on June 1, 2015.[2][3]
Education
Born in Hartford, Connecticut, Woodlock graduated from Yale University with his bachelor's degree in 1969 and from the Georgetown University Law Center with his J.D. degree in 1975.[1]
Professional career
Woodlock served as law clerk for former federal judge, Frank Murray, in the United States District Court for the District of Massachusetts from 1975 to 1976. Woodlock was a private practice attorney in the State of Massachusetts from 1976 to 1979. Woodlock served as the chairman of the board of appeals for the Town of Hamilton, Massachusetts from 1978 to 1979. Woodlock became an assistant U.S. attorney for the District of Massachusetts with the U.S. Attorney's Office from 1979 to 1983. Woodlock resumed his private practice work until 1986. Woodlock also served as a instructor for Harvard Law School in 1980 and 1981. From 1984 to 1986, Woodlock served as chairman of the Massachusetts Committee for Public Counsel Services.[1]
Judicial career
District of Massachusetts
Woodlock was nominated to serve on the U.S. District Court for the District of Massachusetts by President Ronald Reagan on March 8, 1985, to a seat vacated by Arthur Garrity, Jr. as Garrity assumed senior status. The U.S. Senate confirmed Woodlock's nomination on June 13, 1986, by means of voice vote, and Woodlock received commission on June 16, 1986.[1] Woodlock assumed senior status on June 1, 2015.[3]

On April 28, 2010, Judge Woodlock threw out a class action lawsuit filed by the Mississippi Public Employees' Retirement System against Boston Scientific. The judge found that the State of Mississippi failed to prove beyond a reasonable doubt that the Taxus Express medical device recall was concealed by the manufacturer. Boston Scientific recalled the product after there were serious injuries and deaths related to the Taxus Express device.[4]
Fish seller case (2009)
On July 20, 2009, Judge Woodlock ruled that the National Oceanic and Atmospheric Administration cannot shut down a fish seller with cases pending in court.[5]
NOAA wanted to impose a shutdown penalty on the Gloucester Seafood Display Auction over three different allegations of fishery law violations. Attorneys for NOAA argued for the immediate action over issues of timing and public perception. However, the judge ruled that NOAA's actions preceded the judicial process and ordered an injunction until further notice.[5]
NOAA has been under criticism in recent years for overstepping its investigative authority.[5]
