Carroll County Chairman Bill Chappell is at the center of a recall effort that was launched in November 2009. Citizens for the Future of Carroll County, a political action committee, obtained recall petitions to begin collecting the required signatures to force a recall election.[1]

Reasons for recall

According to Citizens for the Future of Carroll County the following are the listed reasons for the recall:[2]

  • committed an act or acts of malfeasance while in office
  • violated his oath of office
  • misconduct in office
  • failed to perform duties prescribed by law
  • misused, converted or misappropriated public property/funds

Path to the ballot

According to officials, recall supporters are required to collect a minimum of 17,342 (or 30% of registered voters in the November 2008 election) valid signatures by January 6, 2010 in order to qualify the recall for the ballot. Once the signatures are filed the Carroll County Board of Elections will have 30 days to verify the signatures.[1]
