Topic feature

Anyone can add/remove/change sections.

Sections can have a "expires on" attribute after which they are removed.

Detect date references: "x days until", "tomorrow", "today".

Sounds good. As a minimum basic functionality to get started with I suggest sectioning the topic and allowing anyone to change it for now.

We can add privilages, expires and date detection later but it'd be good to get the basics working.

To get this in we need

• Bot needs topic changing privilages.
• Plugin needs to be able to change the topic
• Plugin needs to understand users instructions to set topic sections
• Plugin needs to be able to convert users instructions to a topic change command.

Permissions functionality was added in #52 (and is currently in use by the topic plugin). Cron was added (but not yet enabled) in #60. Integration between topic and cron should be possible to create expiring topic changes.
