To answer your question, the dialer application makes use of the windows phone communication and telephony layer which makes use of an adapter between the radio interface layer of the modem and the windows mobile telephony provider. Without such stack and modem support you cannot make any call. Modems also need to be provisioned correctly as a mobile phone modem and not a laptop/clamshell model. therefore dialer is only usable with mobile phones provided such operating system components and the required modem interface layer are present. It wont ever work on any other device.

For the Chat app: My laptop can use the SIM card to connect to the network, and I can receive SMS in the UWP application Operator Message, but this application does not provide the function of sending text messages. The chat application sends texts fine yes, but not MMS.
